I suspect many of the unvaccinated are recovered covid and not anti vaccine. Natural immunity is being ignored in the mainstream narrative and is creating huge distrust. Given the narrative that vaccines offer a level of immunity to avoid hospitalisation, why would the same not apply to those who recovered from c and we’re not hospitalised the first time? The chances of them getting it a second time and ending up in hospital are extremely low according to studies. If all with natural immunity also have the vaccine, is the vaccine a success? Or natural immunity? Would it not be a critical piece of information when reviewing vaccine rollout?

They're playing with fire though, because the universe of people who oppose mandatory vaccination is obviously far larger than those who oppose vaccines in general (and in fact includes many public health practitioners); yes, some people will be pushed to support vaccine mandates in order not to be an "anti-vaxxer", but likely far more will begin to question vaccines in general now that they've already been lumped in with those who do.
